Multi-Tier System of Support (MTSS)

Tuscola ISD is committed to providing a continuum of supports for local districts as they implement a Multi-Tier System of Support (MTSS) framework.

The following MTSS guiding principles will be central to the work at Tuscola ISD:

  • Universal Screening

  • Continuous Progress Monitoring

  • Data-Based Decision Making and Problem Solving

  • Continuum of Evidence-Based Practices and Strategies

  • A core curriculum is provided for all students

  • A modification of this core is arranged for students who are identified as nonresponsive

  • A specialized and intensive curriculum for students with intensive needs

  • Focus on fidelity of implementation

  • Focus on sustainable practices

It is our goal that MTSS implementation supports will create universal understanding and common language around the guiding principles. MTSS work will focus on braiding the efforts of initiatives that target school improvement and student outcomes. The scope of implementation and depth of MTSS work will be in partnership with MiBLSi utilizing their scope and sequence of trainings. The scope of the MTSS efforts will be provided from preschool through high school levels and may include off campus facilities. 

The depth of implementation could include all of the following:

  • Behavior

  • Reading

  • Math

  • Writing

Communication feedback loops will be created and sustained in an effort to ensure consistency and clarity in messaging across all departments, stakeholders, and to constituent districts. 

Data Review Materials

Data review sessions are held multiple times each year for districts, buildings, and grade levels to review data.  This data take multiple forms and should include:
               1.  Student achievement data (Acadience, NWEA, M-STEP, SAT, PSAT, local benchamarks)
               2.  Fidelity data (
District Capacity Assessment, SWPBIS Tiered Fidelity Inventory, Reading                                               Tiered Fidelity Inventory)
               3.  Attendance data
               4.  Behavior data (major referrals, minor referrals, suspensions, expulsions)
               5.  Graduation data

Tuscola ISD is committed to providing materials to support districts, buildings, and grade levels as they engage in the data review process.  We are also committed to providing personal support as needed.
